According to Timex's own documentation, production of hand-wound movements was discontinued in July 1982, and management noted that this had happened years earlier. Why would Timex start a government contract in February 1982 if they stopped production a few months later?
When it comes to watches, few brands have endured and excelled like Timex. However, the only true Timex military watch has achieved gray status for those who are fascinated by the brand and certainly have a penchant for American military units. It's also the true inspiration for the J.Crew / Timex watch, but we're guessing the 1940s sounded a little more glamorous than "two months in the early 80s" to the J.Crew marketing folks.

These watches only appeared with the case from February and March 1982 - if ordered, these watches could be seen from a wide range of production dates. Timex simply didn't bother to produce watches under contract for two months, so it's possible they were part of the bid to win the contract.
